It's my understanding that this is not a "flaw" per se, rather it is protecting against an extremely remote scenario of bit flipping in the flight control computer. The NG has been flying safely on one computer for years. This change will only make the Max safer. That said, the rigorous testing that is uncovering these issues, however unlikely, should have taken place years ago.
