In the days before jet bridges the passengers might have gotten wet getting to the terminal.
Those were the days when stairs were used to walk up to planes, Interesting!
Come to most Caribbean airports you will still have that experience. Also, Cologne-Bonn airport in Germany still uses them at some of their stands.
