There is a fairly large number of South African passport holders who can barely speak Afrikaans, let alone read/write it, I'm a reasonably fluent speaker, but useless at reading/writing it. It may have been taught in schools as a second or even 3rd language option, but the percentage of the South African population who would be "native" speakers of the language is around 10%.
Employers complaining about not being able to employ employees.
Potential employees complain about employers unwilling to pay a decent rate for the expected work.
I know that I certainly won't work for a pittance, and maybe it is time the employers realised this, too.

And the comms loss would only become apparent when the data was needed, and by then it is too late to back-track and fix anything. I admit it would be nice to have whatever data could be archived in real-time, but too many ways for it to be lost forever.
Apparently based (very loosely, or not at all - depends which reference you read) on the events around Mehran Karimi Nasseri, who did this between 1988 and 2006 while he waited to obtain a visa for onward travel.
This is just one of several South African State Owned Enterprises that are in financial difficulties. The others are not as visible outside the country.
