I see this as a bit of payback.

You are right there is no visa requirement to enter the UK but if you read carefully, he was denied a visa to LIVE in the UK, in other words he filed for a residency visa. He was then denied entry, everyone is subject to scrutiny regardless if you don't require a visa to enter. The US stance on this is that you are someone who plans to stay in the USA unless you can prove otherwise.
Are you sure? Only people who don't need a visa are military and diplomatic. The standard visa for UKers to USA is 90 days. The entry proedure for USA borders is one of the toughest. The are some 60K USA nationals who live in the UK. Thats why USA has two embassies here.
Yes no visa required for a stay up to 90 days. This is reciprocal, the USA has the VWP(Visa Waiver Program) and the UK is part of it. Travelers under the VWP must request travel authorization electronically under ESTA.

It's pop culture in the US to. "I'm going to tear it up tonight." "I'm going to destroy this party/drink/keg." They were saying they were going to tour the nation and have an awesome time.
The onus is on the enforcement officers to comprehend context and meaning. This is why wiretapping, etc are all supposed to have restrictions... because everyone will say SOMETHING that will be misconstrued by someone.
But, you know, it's ok. It's better for us to be secure than to be free, right? I mean, we don't REALLY have any constitutional protections now, so let's just go ahead and destroy the few international friends we have left by kicking out their civs on their way over to spend money in our country. It's alright. We'll always be wealth and well respected and never need the help of friends outside of our own borders.
