U.S. fines Southwest Airlines $1.6 million over runway delays

The U.S. government on Thursday fined Southwest Airlines Co $1.6 million in what it said was the biggest civil penalty levied against an airline for violating rules barring long waits for passengers in planes on the runway. The Department of Transportation said Southwest had failed to abide by the rules last January when 16 of its aircraft were delayed on the tarmac at Chicago Midway International Airport. It is bothersome to me that the government fines the COMPANY for it's contrary or adverse reactions against people and gives nothing to the people that were harmed or otherwise maligned. No government fine of any type goes to the people or entity that was harmed. This money, when it is paid, would be much appreciated by those involved. In actuality, all they have to do if they want fine money is to direct ATC to hold somebody, knowing they probably can't go back to the gate. I don't think they do this, just sayin' that the potential is there.

preacher1: you are sitting in the pointy end in a holding area(possibly made of tarmac) and the clock is running out. You are at 2:45 waiting to go and ATC says maybe 15-20 minutes more. Your call. Do you wait it out or do you go back to the gate. I know people who had their flight go back to the gate twice because the clock ran out.

I full well understand; I guess the main thing is why I am waiting, wx or traffic or mix of both. Been thru all of it. What I really hate is going into a hub after a ground stop and traffic is backed up a country mile. We were 90/135 so I really didn't have the fine to contend with but I generally had an impatient CEO in the back. LOL

In a perfect world there would be no fines because airlines would discover a way to get people off the frickin' plane. I avoid parking in the handicapped spot because I don't want to give this fair city my money. Even if I hated handicapped people I'd still find somewhere else to put my car. Raise the fines, I say. Maybe they'll figure it out.

It's amazing that airlines are still doing this. The idea that there is no way to get paying customers (human beings, mind you) off of a stationary airplane within several hours is, well, amazing.

Maybe it's a matter of liability? If there are no gates available, it would be a nightmare herding all of the passengers directly from wherever the plane is waiting, back to the terminal. There would probably always be someone who would feel the urge to wander off. Although I suppose they could have them file directly onto a shuttle. Just hazarding a guess here.

I understand, but there is always something to be done. I'm not saying it's a peachy situation for the airlines, but come on. Locking people in a metal tube for the sake of convenience seems borderline criminal if you ask me.

Too bad. How is that the passenger's problem? If a carrier is not prepared to fly, the passengers should be released from the aircraft. it is up to the carrier to make sure the pax remain near the gate. If the pax wander off and miss their flight, that is their problem. They can rebook at the normal charges.

The planes at the gates are empty, so they could be moved out of the way to allow other planes to discharge their passengers. The idea of an empty plane occupying a gate while a plane with passengers on board sits on the tarmac for hours is ludicrous and stupid.

Most any ramp intended to hold to regularly hold more than fifty tons is going to be concrete.

I don't blame pax for wanting off. Every airport should have portable stairs available so pax who want off can do so at the 3 hr mark. Most travelers are capable of using stairs instead of a jetbridge or escalator. It is not entirely just the airlines fault. Crappy airport management is equally at fault. Holding able bodied people hostage is ridiculous.

Depends on the reason for the hold. If there is a ground stop at their destination and other AC operating normally, they need to keep them contained. That said, you would think that ATC would get a delayed flight off the ground in a priority.

There is no legitimate reason for 'containing' human beings for hours on end because of inadequate facilities.

I suggest the fines should be divided and paid directly to the passengers affected that were forced to sit in the airplane. Maybe we wouldn't be so upset...

This is indicative of a much larger issue at both MDW and ORD and probably won't be the last fine we see at either airport this year. The sad thing is, what did SWA or DoT do to compensate all the poor souls enduring the fart fiesta for over 3 hours without being let off? I'd be more interested in making passengers whole than I would fattening up a bloated governmental department.

Southwest said they spent $269,000 compensating the passengers. What kind of compensation and value per passenger I'm not sure of though.

Very hard to believe that these SWA aircraft actually spent hours sitting ON the runway. Probably parked on the ramp or on a taxiway.

I'll take everyone's word for SWA not being popular among you. But Ive flown SWA quite a bit this past year (mainly because of the free checked baggage) and have absolutely no complaints. Flights have been on time or early every time. This past weekend I flew with a broken ankle and fractured sternum, and received the absolutely best treatment I could have asked for. My travel companion and I were boarded first both ways and every employee couldn't have been nicer. I'll continue flying SWA.

Maybe some of the legacies ought to take a look at what SWA is doing and copy some of it; in particular turnaround time and equipment utilization.

I'm with Preacher on the fines. I hate that it merely goes to the government. This just incentivises them to make the fines more frequent and steeper.

There should be an alternative to return some portion to passengers less the FAA's actual administrative cost for review. But, good luck with that. There's no such thing as a refund from government without other costs attached and there is no sunshine to fees and taxes.

I have always have been partial to AA because of their consistency out here in our part of the world and our business arrangements with them in the past, but other than some talking with old friends, I haven't had any dealings with them since the merger.

I am not anti SWA or any other carrier. My contention is if they break the rules, they should pay up.
Paying off to the the FAA though is not the answer. The PAX should be compensated in full the price of their fare.

I have just read the rest of the blurb from Reuters which has us think, at least initially, that the aircraft concerned were on the runway which would have been interesting.
It would appear that the airline 'failed to abide by the rules'.
I take it that means that CMIA airport management advised SWA that due to no parking space being available they were not permitted to dispatch flights to that destination? Aside from genuine emergencies etc, is this a common problem in the US?

johnmunroe: I was on a flight from KPHX to KBWI that landed after midnight. The pilot informed us that there were SEVENTEEN aircraft ahead of us waiting for a gate. There is no fat left in the system. When the s**t hits the fan, this is what happens(ask Jet Blue).

ken young: we got to the gate around 1:30am(so about an hour) and got our bags around 3:15am.(It is not like they had enough handlers to unload 17 planes in the middle of the night).

Good. Being trapped( Imprisoned) on an aircraft because of stupid policies should result not only result in fines to the airline, but a full credit for every passenger on board.
These Carriers must be taught a lesson that they cannot treat people this way
