Well...might be a better idea than what happens say if you violate DC space.

Now look at the body of you first paragraph: 'at its discretion 'will not require pilots....'
Which is it....I don't know....the author sure is loose with his/her writing skills.

It seems the opening sentence has a typo in it -- I think it should have read "[...]at its discretion will now require pilots[...]".
Online Exam... Not a good enough... They will just cheat. Needs to be in a monitored environment where the test taker is in front of a moderator.
Agree but this is a step in the right direction. Sometimes a series baby steps are needed to actually get things where they should be.
I can agree with that... Many governments work VERY slow.
